IAS Lobby gearing up to take over the last unchartered bastion - Indian Railways !!!
Mittal is aware that top brass of IAS are already mulling over the strategy to swiftly and smoothly take over the life line of the nation in an uncontroversial manner as FROA’s letter is being construed as representing consensual views of 8000 group 'A' officers belonging to all railway organised services. Top Railway Sources disclose that discussions in Cabinet Secretariat, CVC and DOPT signal that perhaps an attempt be made to delink Railway Board and secretariat functioning involving ACC appointments, transfers, postings and promotions.
This function to be taken over by a senior IAS officer. That would perhaps mean that Secretary/Railway Board could be taken over by IAS lobby besides Additional Member/ Vigilance (AM/Vig.) and Senior Deputy General Managers (SDGMs) in the first phase. This also falls in line with Rakesh Mohan committee’s sinister designs wherein Indian Railways was proposed to be transformed into a PSU and Ministry of Railways was to be taken over by the IAS as in case of Deptt. of Telecom. Whether, this would be in Railway’s interest or not only the time would tell in case it happens. However, the experience of IAS entry into telecom sector and the current status of Indian Telecom Service (ITS) indicate the horror awaiting railways.
It is a fact that no IAS officer has any long term commitment or emotional attachment to any organisation as they are groomed to enjoy the perks and privileges during their fixed tenure and buzz off. Most of them leave no stone unturned to make insiders feel that they are 2nd rate citizens in their own organisation. On the contrary, railways has been running efficiently and effectively for more than 150 years by dedicated and competent railwaymen. It is only the blacksheeps - the wheeler dealers encouraged by the two successive CRBs Vivek Sahai and Vinay Mittal that Railgate occurred stated Railway Board sources. Both these persons are squarely responsible for the adverse image of railways in the eyes of the public.
Needless to mention that if above apprehensions turn into reality, it shall be remembered as an apocalypse for the Railway Fraternity and the set of people responsible shall have to live with guilt forever. We only hope that Railway Fraternity would take it as a wake up call and won’t let this happen state railway sources.
Railway Fraternity must demand that regular CRB’s & other ACC appointments be done expeditiously and in the interim period the seniormost Board member should be asked to look after the charge of CRB w.e.f 30th June.
